What counts as a mature plant under New Mexico’s rules?
A mature plant is one that is flowering. New Mexico lets you keep twelve plants per person, but only six of them can be mature at any time. In practice, that means you can stagger your garden: keep a bench of vegging clones coming up while six finish, then rotate the next group in as you harvest.
